Proportional Directional valve

I am no engineer, just a jack of all trades trying to help a friend. We have built a control board that seems to work fine but we are having problems with bleed through. The board was built to use 5v to zero out the control and bring the cylinder back to bottom. Are the proportional directional valves so sensitive that the voltage needs be controlled down to a tenth of a volt or smaller to control the bleed through? If someone can give me an idea for a fix let me know. Thanks
